Albania

Albania's Law 79/2021 on foreigners gives remote workers their own residence category, the single (unique) permit for digital mobile workers, issued for a year at a time and renewable towards permanent residence after five years. Self-employed permits, ordinary temporary residence permits and, since July 2025, a permit-free registration route for EU citizens sit beside it. The thing to know first: the law sets no published income figure, the fee and processing figures in circulation disagree, and the much-advertised 12-month tax holiday for nomads is not confirmed by the tax authority's 2026 residency rules.

  1. Nomad visa

Unique Permit for digital mobile workers (the Albanian digital nomad permit)

Leje unike për punonjësit e lëvizshëm dixhital / Single residence permit for digital mobile workers (Law 79/2021 'On Foreigners', Article 68)

Remote employees and freelancers whose employer, contractor or clients are based outside Albania and whose work is done mainly with information-technology tools without a fixed workplace.

    Income floor
No figure is set in the law: Article 68 requires proof of 'sufficient income to provide for himself/herself and his/her dependants'. Consultants and visa guides use a benchmark of roughly USD 9,800 a year (about USD 815 a month); one guide cites about ALL 40,000 a month. These are practitioner estimates, not a published threshold.
    Duration
One-year single permit on first issue (Article 68; Article 36 caps first permits at one year), renewable annually. Guides report renewal for up to five years in total, after which the Type C permanent permit becomes available under Article 87.
    Cost
Disputed between sources: a permit fee of about ALL 4,500 (roughly EUR 45) is 'commonly reported', while other guides quote ALL 10,000 to 20,000 (about EUR 60 to 100) for a first residence permit and around EUR 50 for renewals. Visa-required nationals also pay a Type D visa fee set by reciprocity (EUR 50 to 150 reported). No official fee page could be read.
    Processing
Guides quote a statutory maximum of 12 weeks with decisions typically in 30 days or 4 to 6 weeks; some quote 15 to 30 working days for the visa stage. Since Council of Ministers Decision 240 of 1 April 2026 a provisional permit is issued within one working day, valid one month and extended automatically until the decision. Article 37 lets the authority ask for missing documents within 30 days, which pauses the clock.
    Eligibility
Any nationality. Must hold a valid employment contract with an employer abroad or a service contract with a contractor or client abroad, prove income for self and dependants, prove accommodation and a home address in Albania, hold a health insurance policy valid for at least one year, and produce a criminal-record certificate from the country of origin (Article 68). Digital mobile workers are exempt from labour-market approval by the National Agency for Employment and Skills.
    Work rights
Remote work for an employer, contractor or clients based abroad. Guides state the permit does not authorise employment with an Albanian company; Article 141 fines a foreigner who 'is employed for a fee or practices a trade without the right to gainful employment' and one who stays for a purpose other than the one the permit was issued for (fine from ALL 200,000).
    Dependants
Article 68 counts dependants in the income test; spouses, partners and minor children can follow under the family reunification rules of Articles 41 onwards, with a first permit of up to one year renewable for two years. Family members of a legally resident foreigner are exempt from labour-market approval.
    Leads to
Yes. Article 87: after five years of continuous legal residence counted from the first residence-permit application, a Type C permanent residence permit can be requested 60 days before the current permit expires, decided within 60 days; absences of up to six months at a time and ten months in total are allowed. Citizenship is governed separately by the citizenship law and is not addressed in Law 79/2021.
    Apply
In-country, online through the e-Albania portal to the regional Border and Migration authority, within 30 days of entry or before the visa-free stay ends (Article 37). Nationals who need a visa first obtain a Type D long-stay visa through the e-visa.al portal or a consulate, then apply for the permit after arrival.

Documents Passport valid at least three months beyond the permit and with two blank pages · Employment contract with a foreign employer, or service contracts with foreign clients, showing the work is remote · Proof of income (bank statements; guides say 6 to 12 months) · Proof of accommodation and home address in Albania (lease, deed or long-term booking) · Health insurance policy valid for at least one year (guides cite EUR 30,000 minimum cover) · Criminal-record certificate from the country of origin (guides: issued within six months, apostilled, with certified Albanian translation) · Confirmation of an Albanian bank account (reported by guides as requested in practice) · Passport photo

  2. Freelance / self-employed

    Unique Permit for the self-employed

Leje unike si i vetëpunësuar / Single permit for self-employed (Law 79/2021, Article 67)

Freelancers and sole traders who want to register a business in Albania, invoice Albanian as well as foreign clients and use the 0% small-business tax regime.

    Income floor
None published. Article 67 requires an economic interest, an activity expected to benefit the economy and that the applicant possesses the capital for it; the amount is not stated in the law.
    Duration
One year on first issue, renewable; the holder must notify and obtain approval for changes of name, working or home address, or authorised activities (Article 67(6)).
    Cost
Same fee bands as other single permits: ALL 10,000 to 20,000 reported for a first permit, about EUR 50 for renewals. Not confirmed on an official fee page.

The same 30-day typical and 12-week maximum figures are reported; provisional permit within one working day under Decision 240/2026.
    Eligibility
Any nationality; registration as a self-employed person (person fizik) with the tax authority and a NIPT/NID; the application is reviewed by the National Agency for Employment and Skills and the local Border and Migration authority since Law 43/2025.
    Work rights
Local clients and Albanian-source income allowed within the authorised activity; employment by an Albanian company requires a different single permit. Registered self-employed income up to ALL 14,000,000 turnover is taxed at 0% until 31 December 2029.
    Dependants
Family reunification under Articles 41 onwards on proof of income, housing and health insurance.

  3. Temporary stay

Temporary residence permit (Type B) on other grounds: pensioners, family, sufficient means

    Leje qëndrimi e përkohshme, tip B / Temporary residence permit, type B (Law 79/2021, Articles 32, 36 and 37)

People who want to stay longer than 90 days without working locally: retirees with a foreign pension paid into an Albanian bank, family members of residents or Albanian citizens, and applicants relying on savings.

    Income floor
Not fixed in the law; 'sufficient income' for self and dependants is required. For the savings-based ground one Albanian accounting firm reports a bank balance of ALL 300,000 per person per year being accepted; this figure is not published by the authority.
    Duration
Up to one year on first issue (Article 36), renewable; family members of Albanian nationals renew for two years at a time.
    Cost
ALL 10,000 to 20,000 reported for a first permit, about EUR 50 for renewal, about EUR 100 for a permanent permit; unconfirmed officially.
    Processing
30 days typical, 12 weeks maximum reported; provisional permit within one working day.
    Eligibility
Any nationality; proof of the ground (pension paid into an Albanian account for pensioners, family link, or means), accommodation, one-year health insurance and a criminal-record certificate.

    Leads to
Time on a temporary permit counts towards the five-year test for the Type C permanent permit.

Without a visa, by passport

The stay you get on arrival, and whether working remotely on it is tolerated

  • EU / EEA / Switzerland90 days in any 180 without a visa; EU citizens may then stay longer than three months by registering online within three months of arrival (Law 43/2025)Remote work for a foreign employer during the 90 days is not addressed in the published rules; it is widely reported as tolerated. Local paid work without a permit is fined ALL 20,000 to 30,000 under Article 141.
  • United Kingdom90 days in any 180 without a visaNot expressly permitted or forbidden as published; guides describe remote work on the visa-free stay as a grey area, and a residence permit must be applied for before the 90 days run out for longer stays.
  • United StatesOne year without a visa (bilateral arrangement listed in the visa policy under Council of Ministers Decision 858 of 29 December 2021)Remote work is not mentioned in the published rules; guides treat it as tolerated. The one-year stay does not itself lead to residence, and the tax residency test still applies after 183 days.
  • Canada90 days in any 180 without a visaNot published either way; reported as tolerated. Longer stays need a permit application within the visa-free period.
  • Australia90 days in any 180 without a visaNot published either way; reported as tolerated.
  • New Zealand90 days in any 180 without a visaNot published either way; reported as tolerated.
  • Japan90 days in any 180 without a visaNot published either way; reported as tolerated.
  • Brazil90 days in any 180 without a visa, per the visa-policy table for ordinary passportsNot published either way; reported as tolerated. One summary of the same table contradicted itself on Brazil, so the entry status should be confirmed on e-visa.al before travel.
  • IndiaVisa required: e-visa through e-visa.al, or visa-free entry for up to 90 days with a valid multiple-entry Schengen, United States or United Kingdom visa that has already been used, or a valid residence permit from those areasA short-stay visa or the Schengen-visa concession gives no right to work; remote work on it is not addressed as published. A Type D visa is the route to the digital-nomad permit.
  • South AfricaVisa required: e-visa through e-visa.al, or entry with a used multiple-entry Schengen, United States or United Kingdom visa or residence permit for up to 90 daysAs for India: no published permission for remote work on a short-stay visa; Type D visa then permit for longer stays.
  • Qatar / Saudi ArabiaTemporary visa waiver from 15 April 2026 to 31 December 2026, 90 days in any 180; renewed year by year by Council of Ministers decisionTourism-only waiver; remote work is not addressed and the waiver lapses unless renewed.
  • UkraineVisa-free entry and residence without a permit until 30 March 2027 (Decision 257 of 10 April 2026)A temporary measure; work rights under it are not described in the sources read.

Tax

When the country starts counting you as its taxpayer

Residency trigger
Under Law 29/2023 'On Income Tax' an individual is resident with a permanent home in Albania, or when present for more than 183 days in a calendar year, consecutive or not; residency then covers the whole calendar year. One Albanian firm reads Article 8 as 183 days or more plus a centre-of-vital-interests test, so the exact boundary is stated slightly differently between sources. Treaty definitions override the domestic test. Non-residents pay Albanian tax only on Albanian-source income.
Special regime
Two things are reported. First, a 0% profit tax until 31 December 2029 for sole traders, self-employed persons and companies with annual turnover up to ALL 14,000,000 (about EUR 140,000), with an annual return still due by 31 March; above the threshold self-employed profit is taxed at 15% then 23%. Second, a 12-month exemption from tax residency for holders of the digital-mobile-worker permit, which consultancies attribute to Article 5/1 of Law 25/2022 as amended by Law 36/2023, under which foreign-source income is untaxed for the first year regardless of days present. That exemption is disputed: the PwC 2026 summary of residency rules lists only a 24-month exemption for foreign artists and no nomad exemption, and a 2026 rules note by an Albanian accounting firm does not mention it. Employment income is taxed in bands of 0%, 13% and 23% with the 0% band reported at ALL 600,000 a year.
Social security
All persons working in Albania owe contributions: employees 11.2% and employers 16.7% of gross pay on a minimum base of ALL 50,000 a month (the 2026 minimum wage). Registered self-employed persons pay a fixed amount on the minimum base, reported at ALL 14,900 a month in 2026 (23% social on ALL 50,000 plus 3.4% health on twice that). A remote employee of a foreign employer with no Albanian entity is not clearly covered by the published rules; consultancies report that nomad-permit holders working for a foreign employer are treated as exempt in the first year. Albania has bilateral social-security agreements with, among others, Austria, Belgium, Canada, the Czech Republic, Germany, Hungary, Italy, Luxembourg, North Macedonia, Kosovo and Turkey, and none in force with the United Kingdom or the United States.
Treaties
Albania reports double-taxation treaties with more than 40 countries, covering most EU states and the United Kingdom. There is no treaty with the United States, Canada, Australia or New Zealand, so a resident from those countries relies on domestic foreign-tax-credit rules. For a treaty-country remote employee the treaty residency tie-breakers decide which state taxes worldwide income once the 183-day test is crossed; for contractors, Albanian tax on business income follows registration and the 0% regime rather than treaty relief.

Practicalities

Bank account
Opened in person at a branch with a passport and proof of address; a residence permit is often asked for, although forum reports say some branches open accounts without one. BKT and Raiffeisen are the banks most often named by foreigners. Guides say confirmation of an Albanian account is requested in the digital-nomad permit file, and the law requires one for pensioner permits.
SIM registration
All SIM cards must be registered before activation under the telecoms regulator AKEP's rules; a passport is required at purchase and some shops ask for the accommodation address.
Health insurance
A health insurance policy valid for at least one year is a statutory condition of the digital-mobile-worker, self-employed and pensioner permits (Law 79/2021). Guides cite EUR 30,000 minimum cover; travel health insurance is required for visa applicants.
Address registration
Foreigners must as a rule register with the local Border and Migration authority within 10 days of entry, subject to an exemption list set by the Council of Ministers (Article 9); permit holders are then entered in the civil registry, and EU citizens count as temporary residents only after civil-status registration.
Tax number
Foreign nationals register with the General Directorate of Taxes using the residence-permit number and passport and receive an NID; self-employed persons register a business and NIPT at the National Business Centre. VAT registration is compulsory above ALL 10,000,000 turnover.
Provisional permit
Since Decision 240 of 1 April 2026 a provisional permit is issued within one working day of a complete application, valid one month and extended automatically until the decision; a refused applicant may reapply within 30 days.
Overstay and irregular stay
Article 141 fines a foreigner without the required visa or permit, or who fails to register or apply, ALL 20,000 to 30,000; staying for a purpose other than the permit's carries a fine from ALL 200,000; entering during an entry ban ALL 50,000 to 100,000. Entry bans run from three months to five years. A prior overstay is a ground for refusing a later visa. The 2026 decision allows three calendar days to leave after a document expires.

Albania: a one-year digital-nomad permit, a year visa-free for Americans, and a 0% small-business tax until 2029

Where remote workers base and why

Tirana is the default base: the capital holds the coworking spaces, the fastest fixed broadband and the Border and Migration office that handles most permit files. Guides published in 2026 also point to Durrës and Vlorë on the coast and to Sarandë in the south for seasonal stays, with the caveat that permit appointments and translators cluster in Tirana.

The pull is cost and time. Americans get a year visa-free, EU citizens can now stay on a free registration certificate instead of a permit, and everyone else has a 90-day window that is long enough to assemble a permit file in-country. The permit itself is cheap by regional standards, in the tens of euros rather than hundreds, even allowing for the disagreement between sources about the exact fee.

What applicants report about the process

The legal deadlines are generous on paper: Article 37 gives 30 days from entry to lodge the application, the authority must list missing documents and allow 30 days to supply them, and guides report a 12-week ceiling with most decisions in four to six weeks. Since April 2026 a provisional permit lands within a working day, which removes the earlier anxiety about the visa-free clock running out mid-process.

The friction is in the paperwork rather than the decision. Applicants report that the criminal-record certificate must be recent, apostilled and translated by a sworn Albanian translator, that the foreign contract must state the work is remote, and that an Albanian bank account is asked for even though it is not in the article of the law. Income is judged as a steady monthly flow on statements, not a lump sum, and because no figure is published the officer's view of 'sufficient' decides marginal cases.

Nationals who need a visa report the longest path: a Type D visa through the e-visa portal, then the permit after arrival, with the visa fee set by reciprocity and therefore different for every passport. Refusals at the visa stage can be appealed, and a fresh application is possible three months after a negative outcome.

Banking and daily money

Accounts are opened in person, and the branch decides how much residence evidence to ask for; a passport plus a lease is often enough, but a residence permit removes the argument. Card acceptance is good in Tirana and patchy in villages, and the lek is not freely traded abroad, so most remote workers keep foreign-currency income offshore and move living money across monthly.

Tax planning turns on one date: more than 183 days in a calendar year makes the whole year resident. Registered self-employed status brings the 0% regime up to ALL 14,000,000 turnover until the end of 2029, but also fixed monthly contributions of roughly ALL 14,900 in 2026. The widely advertised first-year tax holiday for nomad-permit holders is reported by consultancies but does not appear in the 2026 residency summaries, so it should be treated as unconfirmed until the tax authority says otherwise.

What is changing

The 2025 amendment to the foreigners law and the April 2026 implementing decision pushed the whole permit process online through e-Albania and gave EU citizens a permit-free route, so the digital-nomad permit is now mostly a route for non-EU passports. Labour-market approval now runs through the National Agency for Employment and Skills for most single permits, with digital mobile workers expressly exempt.

The temporary visa waivers, currently Qatar and Saudi Arabia to the end of 2026 and Ukraine to March 2027, are renewed by decision each year and can change country lists and dates without a law. Fee schedules can also move between fiscal years, which is why the figures in circulation disagree.
