Cyprus

Cyprus runs a dedicated Digital Nomad Visa for non-EU remote workers earning €3,500 net a month, a visitor permit for people living on foreign income without working, and slow but generous permanent-residence categories for those who stay. EU and EEA citizens simply register. The one thing to know before applying is that the nomad scheme is quota-limited and closes when the ceiling is reached: the official page reposted on 31 December 2025 still states a ceiling of 500 permits, while the Deputy Ministry was reported in October 2025 to have doubled it to 1,000.

    Non-EU nationals with secure foreign passive income who want permanent residence without investing €300,000; long-stayers who have already been in Cyprus on visitor permits.

    Fast-track permanent residence by investment

    Immigration permit under Regulation 6(2) of the Aliens and Immigration Regulations

    Non-EU remote workers with capital who want permanent residence in two to three months rather than a capped or slow permit; only a minority of nomads use it.

    Income floor
    Investment of at least €300,000 in new residential property, commercial property, shares of a Cyprus company employing at least five people, or investment-fund units, plus secured annual income from abroad of at least €50,000, with €15,000 more for a spouse and €10,000 per child.

    Permanent; must visit Cyprus at least once every two years to keep it.

Tax

When the country starts counting you as its taxpayer

Residency trigger
Two tests. The 183-day rule: presence in Cyprus for more than 183 days in the calendar year. The 60-day rule: at least 60 days in Cyprus, not more than 183 days in any other single state, a permanent home owned or rented in Cyprus, and business, employment or a directorship of a Cyprus-tax-resident company held in the year. From 1 January 2026 the 60-day rule no longer requires proof of not being tax resident elsewhere. Digital Nomad permit holders who exceed 183 days are tax resident, as the Migration Department page states.
Special regime
Non-domiciled status: a resident whose domicile of origin is outside Cyprus is exempt from Special Defence Contribution on dividends, interest and rents until they have been tax resident for 17 of the previous 20 years. The 2026 reform (voted 22 December 2025, gazetted 31 December 2025, in force 1 January 2026) lets non-doms extend the exemption for up to two further five-year periods by paying an irrevocable €250,000 lump sum per period, giving up to 27 years. Income tax bands for 2026: 0% to €22,000, 20% to €32,000, 25% to €42,000, 30% to €72,000, 35% above. A 50% exemption on employment income above €55,000 for people taking up first employment in Cyprus after non-residence remains in force. Domiciled residents pay 5% SDC on dividends from 2026 (previously 17%) and SDC on rents was abolished.
Social security
Employees and employers each pay 8.8% social insurance on earnings up to €68,904 in 2026; self-employed people pay 16.6% on profession-based insurable earnings. General Health System contributions are 2.65% for employees, 2.9% for employers and 4% for the self-employed, capped at €180,000 of income. A nomad-permit holder cannot register as self-employed in Cyprus, so foreign employment or foreign contracting is usually outside the Cyprus scheme; EU and EEA nationals posted or self-employed under EU coordination rules use an A1 certificate from the home state to stay in that state's system.
Treaties
Cyprus has a wide double-taxation treaty network covering the United Kingdom, the United States, Canada, India, South Africa, Russia, Ukraine and most EU states. Once resident, a remote employee or contractor is taxed in Cyprus on worldwide income, with treaty credit for foreign tax; a foreign employer's payroll withholding does not by itself end Cyprus liability.

Practicalities

Alien Registration Card
First registration in the Aliens' Registry costs €70 and is done at the Migration Department when the first permit application is lodged; biometrics are taken in Nicosia or at the district police Aliens and Immigration unit.
Tax number
A Tax Identification Number is obtained through the Tax For All portal; since 2025 every employee must hold one, and anyone receiving income while tax resident, including from abroad, needs one.
SIM registration
All prepaid mobile numbers and eSIMs must be registered against a passport, EU identity card or Cyprus residence permit; the original deadline of 10 November 2025 was extended by parliament to 10 December 2025, and unregistered numbers are disconnected.
Health insurance
Nomad and visitor permits require private insurance covering in-patient and out-patient care; access to the General Health System depends on contributing or being registered as a dependant of a contributor.
Bank account
Visitor and Category F applications require a Cyprus bank statement showing funds from abroad; banks apply heavy source-of-funds checks and practitioners report opening takes weeks and often needs a rental contract and permit receipt.
Overstay
Staying beyond 90 days without a permit exposes the person to detention, deportation and a stop-list entry ban that applies EU-wide; an appeal against a ban must be filed within 75 days of notification.
Schengen
Cyprus is an EU member outside Schengen; days there do not count against Schengen days, and valid multiple-entry Schengen visas or residence permits are accepted for entry, except for Turkish and Azerbaijani citizens.

Where nomads base and why

Limassol takes most of the nomad-permit holders because of its tech and forex employers, English-speaking services and the Russian, Israeli and Ukrainian communities already there. Paphos and Larnaca take the price-sensitive and the beach-first. The Cyprus Chamber of Commerce reported in August 2025 that rents in Limassol and Paphos had risen by up to 22% over two years, and that each nomad spends €1,600 to €2,200 a month.

By the end of June 2025 the Migration Department had granted 518 nomad permits and 389 family permits since the 2021 pilot, with 371 applications in the busiest year, 2023, 306 renewals and an approval rate of 92%. Russians formed the majority of holders, followed by Israelis, Britons, Belarusians and Ukrainians.

What applicants report about the process

The nomad permit is applied for in Cyprus, within three months of arrival, at the central Migration Department in Nicosia. The department states five to seven weeks; law firms say two to three months when the quota has just reopened, because applications arrive in a rush. Files missing any listed document are refused at the counter, and every foreign document must be translated and certified.

The quota is the real constraint. The scheme was full from 2023 until March 2025, reopened with 500 extra permits, and was reported reopened again in October 2025 with a quota of 1,000. The official English page reposted on 31 December 2025 still says 500, so applicants should check whether the window is open before travelling.

The visitor permit has no quota but is slow: the department says usually within four months, practitioners say five to six, and holders spend that time on a receipt that permits residence but not travel without care. Category F applications lodged years ago are still being processed.

Banking and daily money

Cyprus banks are the gate for the visitor and Category F routes because both require a local statement showing funds transferred from abroad. Opening takes a rental contract, the permit receipt and source-of-funds evidence, and practitioners report weeks of correspondence for non-EU applicants. Prepaid SIMs now require identity registration, which needs a passport or a residence permit.

Tax residency comes quickly for anyone who settles: 183 days in the calendar year, or 60 days with a Cyprus home and a Cyprus company directorship or employment. From that point the non-dom exemption removes Cyprus tax on dividends and interest for 17 years, which is why many remote contractors end up drawing income through a Cyprus company rather than staying on the nomad permit.

What is changing

The 2026 tax reform widened the bands and eased the 60-day rule, making short-presence residency easier for people who hold a Cyprus home and a directorship. Immigration is moving the other way: the nomad scheme stays capped and application-in-country only, the EU Blue Card opened in July 2025 for a narrow set of sectors, and the government's Schengen accession target of 2026 would change how days in Cyprus interact with the rest of the EU if it lands.
